Meet the Board Members

The Board is the independent body responsible for receiving and investigating complaints about the conduct of lawyers in Tasmania.

Ms Heather Kent

Ms Heather Kent is presently CEO of Palliative Care Tasmania, the peak organisation representing those with life limiting conditions and individuals, families and carers navigating through end-of-life. Prior to this she headed the St Vincent de Paul Society of Tasmania, a large organisation that provides support to those most vulnerable across the community. Ms Kent has a passion for social justice and actively seeks to shape better outcomes for Tasmanians facing challenges through a range of statewide roles.

In pursuing a desire to contribute to the community, Ms Kent has previously served on the Boards of Primary Health Tasmania and the Tasmanian Community Fund. She also served two terms as the Deputy National Chair of the Australian Marketing Institute and Chaired the Board of St Michael’s Collegiate School for five years. Ms Kent uses her background in research and governance on the Board of the Marine Bioproducts Cooperative Research Centre where she also Chairs the Audit and Risk Committee.

Ms Kent has previously been on the Tasmanian Women’s Council and also served as Chair of the Panel of Judges for the Tasmanian Honour Roll of Women for four years. Ms Kent has also been acknowledged as the Telstra Business Woman of the Year (Community and Government).

Ms Amber Cohen (Chair)

Ms Amber Cohen is a graduate of the University of Tasmania, completing the Graduate Diploma of Legal Practice and being admitted to practice in the Supreme Court of Tasmania in 2003. Ms Cohen is currently a Consultant at a law firm in Launceston, having practised mostly in civil litigation but with experience in commercial, property and employment law.

Ms Cohen has previously served on the Council of the Law Society of Tasmania and the Social Sciences and Human Research Ethics Committee of the University of Tasmania. Amber is currently a Commissioner of Criminal Injuries Compensation, Deputy President of the Tasmanian Racing Appeals Board, Member of the TASCAT Protective Division, Member of the Local Government Code of Conduct Panel and a Deputy Member of the Parole Board.

Ms Marion Hale

Ms Marion Hale has worked in improving equity and justice in the community for the last 30 years. Ms Hale’s career has spanned advocacy, crisis support, counselling, community development, policy development, population health and regulation.

Ms Hale was the Women’s Health Policy Officer in state government for 10 years and her commitment to gender and health was rewarded in 2012 when she was awarded a Churchill Fellowship to visit programs around the world, that support women to become smoke free in pregnancy. Ms Hale was elected to be the President of the International Network of Women Against Tobacco in 2015 and served two terms as President.

Ms Hale is in her third term with TASCAT in the mental health stream and last year finished in her third term as a Community Member of Psychology Board of Australia. Ms Hale sits on The Nursing and Midwifery Board of Australia’s Special Interest Committee on Sexual Boundary and Family Violence Violations and the Dental Board of Australia’s Notification and Compliance Committee.

Mr Rohan Foon

Rohan is a director at well-known Launceston Firm and practices predominately in commercial and estate litigation. He graduated from the University of Tasmania with a combined Bachelor of Economics and Law with First Class Honours in Law in 2004. He completed a Graduate Certificate of Legal Practice in 2005. Upon his admission to practice, he spent a year as Associate to the Honourable Justice Crawford of the Supreme Court of Tasmania before commencing in private practice in 2006.

He has been a member of the Council of the Law Society of Tasmania (“LST”) since 2010. He is a former President, Vice President and Treasurer of the LST and was a member of the Executive of the LST from 2013 to 2019.

In addition, Rohan is currently:
• A Director of the Law Council of Australia (“LCA”);
• A Criminal Injuries Compensation Commissioner;
• A member of the Board of the Tasmanian Law Reform Institute;
• A member of the Finance and Risk Committee of the LCA;
• Member of the Solicitors Accounts Rules Committee for the LST; and
• Member of the Board of Encore Theatre Company.

Rohan has also previously been President of Law Foundation, A member of the Disciplinary Tribunal for the Tasmanian Legal Profession, a Deputy Chairman of the Tasmanian Racing Appeals Board (2013-2015), a member of the Northern Tasmania Football Association Tribunal (2006-2012), a Member of the Northern Tasmania Football Association Appeals Tribunal, Chairman of the Launceston Touch Football Association (“LTA”) Tribunal and member of the LTA Committee (2007 to 2022), and a former committee member of the Tamar Churinga Hockey Club.

Ms Regina Weiss

Ms Regina Weiss is a graduate of the University of Tasmania and commenced her legal career as Associate to the Honourable Chief Justice Alan Blow. She was a Federal Prosecutor and then moved to The Hague, where from 2007 to 2016, she prosecuted war crimes and crimes against humanity at the International Criminal Court (ICC).

Ms Weiss returned to Australia and from 2016-2021, led the legal teams of Federal Government agencies Sport Integrity Australia, the Australian Sports Anti-doping Authority and the Australian Commission for Law Enforcement Integrity in Canberra. Since her call to the Bar, Ms Weiss has led various Reviews into allegations of historical abuse as independent counsel, acts for plaintiffs in institutional abuse matters and advocates human rights globally. Internationally, Ms Weiss is listed on the ICC List of Counsel for Victims and Defence, chairs the ICC Bar Association Ecocide Working Group in The Hague and is the ICC Bar Association focal point for Western Europe and other States, including Australia, New Zealand, the UK and Canada. Locally, Ms Weiss is Chair of the Racing Integrity Committee.

Ms Weiss was named the 2024 and 2025 Australian Women in Law Barrister of the Year.

Ms Cassandra Jacobs

Ms Cassandra Jacobs was admitted to legal practice in 2003 following her graduation from the University of Tasmania with a Bachelor of Laws and Commerce (Majoring in Accounting).

After working in a large commercial firm in Canberra, Ms Jacobs commenced practice at Tasmania Legal Aid in their family law department in 2003 and since that time has work primarily in private practice in the family law area and child safety.

Ms Jacobs started the practice of Jacobs Family Law in 2015, where she remains the Principal and Director.

Cassandra is a member of the Australian Institute of Company Directors.
